[build-tools][worker] Put the NPM_TOKEN registry credential in the builder's npm user config on EAS Build (~/.npmrc, or the file NPM_CONFIG_USERCONFIG names), where pnpm 10.34.2+ and 11.5.3+ still expand ${NPM_TOKEN} (they ignore it in a project-level .npmrc). Explain what to change when the project's pnpm version needs a newer Node.js than the build runs, including when eas.json sets node or pnpm. (#4729 by @hSATAC)
[build-tools] Install @expo/repack-app for the eas/repack step with npm in a sandbox that sees only PATH and its own HOME, so the build machine's npm and Yarn configuration cannot break the install, fetch it through the EAS npm cache when the job uses one, and show the installer output in the build log. The step no longer looks the version up separately before installing. When the npm cache fails, the install retries against the public registry like the project install does; the eas/run_agent agent CLI install shares the same helper and gains the same retry. [eas-cli] Honor the --non-interactive flag in workflow:cancel; it was parsed but never applied, so automation could hang on the interactive picker. (#4258 by @hSATAC)
