Breaking changes:

1. Vehicle start/stop is enforced by calling the respective API if available (#843). This helps with vehicles getting stuck in PV mode and no longer starting charge when the charger is enabled. This MAY impact settings charge limits using the vehicle app.

2. Plugins now have their own specific config key instead of the generic type (#927):
