• Update rustls to 0.23.45 for RUSTSEC-2026-0285, where TLS 1.3 handshake messages sent at the wrong encryption level were accepted instead of rejected. kona-node uses rustls for its HTTPS and WebSocket connections to L1, beacon and L2 RPC endpoints; handshakes stay authenticated, so a peer cannot alter or complete one (#22898)
• kona-node now exits with a Failed to initialize L1 blob provider error, instead of panicking, when the L1 beacon API cannot report its genesis time or slot interval at startup (#22791)
