Alpine PHP Webserver 3.23.4-1

Rebuild of Alpine 3.23.4 that ships PHP iconv linked to modern GNU libiconv (#89).

Why -1 instead of 3.23.5?

Image tags track Alpine Linux versions. Alpine is still at 3.23.4, so this is a rebuild (3.23.4-1) rather than inventing a non-existent Alpine patch release. The floating tag 3.23 points at this build.

What changed vs 3.23.4

• Rebuild php84-iconv against Alpine's current gnu-libiconv so //TRANSLIT//IGNORE works
• Fixes the base for erseco/alpine-moodle#154 / #26 without the old LD_PRELOAD workaround
