Mirroring

• A deleted ImageMirror no longer stays Terminating, with no event or condition saying why, while pods still run its copies, such as pods kuik v2 rewrote under the same destination path; a container with imagePullPolicy: Always running one of its copies cannot pull it again until its pod is recreated (broken since 3.0.0-beta.1). (#829)
• An ImageMirror whose destination refuses deletion no longer sends the same DELETE and a new ImageDeletionFailed at every destination scan: it tries one deletion 10 seconds later, then backs off up to 1 hour, and warns once per series of refusals (broken since 3.0.0-beta.1). (#827, closes #818)
