1. Fix a bug that starting mieru client in Windows is slow (issue #197).

Breaking change: starting from mieru v3.13.1, only Windows 10 and above are supported. Windows 7 and Windows 8.1 are no longer supported.

1. 修复了 mieru 客户端在 Windows 系统下启动过慢的问题。

重大变更：从 v3.13.1 版本开始，只支持 Windows 10 及以上的操作系统。不再支持 Windows 7 和 Windows 8.1 系统。
