Feature: new {onion} replaceable token

This new token for OnionOS (Miyoo Mini) and GarlicOS (Anbernic RG35XX) can be used when specifying your --output directory. All non-arcade emulators should be supported.

Miscellaneous

armv7 and arm64v8 builds are now compiled with every release.

I helped catalog all 73 PS2 BIOSes in the libretro "system" DAT to increase the power of igir when combined with RetroArch. See the RetroArch usage docs for more information.
