Elastos ELA v0.9.9.6

This production security release provides the consensus protections deployed in
response to the CrossChain transaction validation incident.

It strengthens CrossChain UTXO transaction validation and applies the
mainchain address restriction introduced for the identified exploit path. This
release does not recover, reissue, redirect, or automatically refund funds.

Upgrade requirement

All ELA full-node operators, BPoS/Council validators, and ELA merged-mining
template, AuxPoW, standby, and failover services must run v0.9.9.6.

Verification

The attached packages are byte-for-byte copies of the verified official
packages for source tag v0.9.9.6, commit
c61c9e614b640e3f664925401edccda20a29eb84. Verify the attached
SHA256SUMS file before extraction. It provides an archive-integrity check;
this release does not include a detached cryptographic signature. Each archive
also includes commit.txt and checksum.txt for post-extraction verification
of ela, ela-cli, and ela-dns.
