LineLength fixer in blink
Ports Symplify's LineLengthFixer to blink, which previously reported it as unsupported and skipped it. Long array literals, method and new arguments, function parameters, closure use (...) lists and attribute arguments are now broken onto standalone lines when the opening line exceeds the limit, and short multiline blocks are inlined back - matching the PHP fixer byte for byte.
