Removed AmazonQ Developer CLI Support

• Complete removal of amazonqcli as a supported tool target
  • All AmazonQ CLI-related code has been removed from the codebase
  • If you were using amazonqcli in your targets configuration, you must update your rulesync.jsonc to remove it
  • Migration: Remove amazonqcli from your configuration file or switch to alternative supported tools
