Refactoring

• refactor(sources): resolve skills and rules paths for every fetch (GitHub, git, npm) through the same helper the lockfile comparison uses, so the two cannot drift apart. The paths passed to fetch and recorded in rulesync.lock are unchanged. (#3490)
