Fix scheduled work being skipped after transient SQLite contention.
Due ticks, buffered admissions and backfills now retain the original occurrence,
history and remaining action budget after SQLite BUSY or LOCKED errors. The
evaluator reports the failed attempt and the next ordinary attempt can admit
the original occurrence once. Permanent errors keep their existing accounting.
No API or schema change is required. Embedded Laravel applications receive the
fix through a normal Composer update. Self-hosted Server installations receive
it in the following Server image release.
