Skip payload decoding for history event types that cannot match an activity
or a parallel member failure during replay. Recorded retry policies, member
identity and failure order are preserved.
This patch adds read-count regressions and a replay corpus case. It introduces
no retained execution or cross-call cache.
Update the Workflow package to 2.5.30 and restart persistent workers to load
the new code.
