Reduces database-cache writes from idle queue polling.
- Classic watchdog wakes check the throttle before attempting the chain lock.
- Expired database throttles renew conditionally, without deleting and reinserting the row.
- A wake immediately before chain expiry cannot postpone its replacement. Configured cache connection, table, prefix and concurrent-worker ownership remain intact.
This patch changes watchdog cache coordination. Workflow history, task authority and execution contracts are unchanged. It contains no pending Nexus or tracing capability.
