Fix condition waits inside parallel groups and keyed selections after an insufficient signal.
- Preserve the authored condition identity when a Worker reopens its physical wait.
- Keep the logical member pending through false wakes, then complete from its latest physical wait.
- Resume a selected satisfied condition so the Worker can observe and complete its canonical winner.
- Complete delayed condition and signal deadlines with the correct authored operation kind.
Ordinary Worker protocol remains 1.19. Rust service Workers should use SDK 2.1.3 for replay of grouped condition reopens.
