Fix repeated daylight-saving schedule occurrences in the embedded Workflow engine.
- Daily and other selected-hour cron schedules fire once at the first repeated local time, including the transition instant itself.
- Equivalent all-hour fields retain elapsed-time behavior through both passes of the repeated hour.
- Skipped spring-forward times still fire once after shifting by the clock gap.
- The fallback scanner preserves fixed timezone offsets.
Source fix and qualification cover New York and Kyiv transitions, three database engines, unit/combined coverage and the supported Laravel upgrade matrix. The product-train metadata matches 2.15.13. A fresh published 2.15.12 consumer reproduces the three original daily-schedule failures and provides the installed upgrade comparison.
