Workflow 2.14.1 applies pending-count structural limits consistently to external-worker task completions. Scheduling an activity, timer or child workflow now checks its limit before any command writes. An over-limit batch rolls back completely and retains the workflow task lease without durable changes.
Fixes #933 via #939. The exact release source is af9dbad, qualified by the full main build, including all database shards, coverage, Laravel upgrades and Sonar, plus exact-source boundary, dependency-audit and CodeQL checks.
The normal published-package verification runs for this tag. PHP Server images and pinned applications require their own adoption and installed acceptance.
