Watchdog database-cache fix
This patch reduces database-cache contention during classic watchdog wakes. Expired throttle rows are renewed in place, and a wake immediately before chain expiry preserves the original replacement time.
Thanks to @jakobkollerup for the original fix in #789. The maintainer follow-up in #794 preserves that contribution and adds expiry-boundary and independent MySQL-process controls.
All eight exact candidate and fresh 1.x checks pass, covering Laravel 9–13 compatibility and MySQL/PostgreSQL features. Normal installed-package verification follows publication. The corresponding 2.x fix is under #793.
