Retire queued workflow jobs from continued runs without retrying against their
active successors. Ordinary waiting-run redelivery remains unchanged.
Together with the dispatch correction in 1.0.84, this prevents old timers and
signals from queuing retired workflows and allows previously queued retired
workflow jobs to leave the queue normally.
Includes pending/waiting successor unit coverage and an actual encrypted
PostgreSQL/Redis regression. Style, static analysis, unit coverage, both database
feature suites and Laravel 9–13 dependency injection checks pass.
Fixes the upgrade follow-through for #607.
