New permissions for tag experts:
- IS_POST_TAG_EXPERT - allows checking if the user is a tag expert in the tags of a post
- IS_ANSWER_TAG_EXPERT - allows checking if the user is a tag expert in the post related to the answer
- IS_COLLECTION_TAG_EXPERT - allows checking if the user is a tag expert in the post related to the collection
The default behaviour without permissions is that tag experts have full control over posts/answers/collections where their tag is being used. Also, the DefaultQetaPermissionPolicy defaults to the same behaviour.
Overall performance improvements were also included for loading resources from the database.
