🐛 DVT calls no longer hang when the device drops the service
When the device can't create a DVT service, it still opens the channel, then cancels it instead of answering. Any call waiting for a reply on that channel hung forever. The call now fails right away.
On iOS 13 this hung developer dvt simulate-location set, because iOS 13 has no DVT location simulation and uses com.apple.dt.simulatelocation instead:
