🐛 Pairing refusals are reported instead of KeyError: PUBLIC_KEY
A device that refuses pair-setup (most often because it is in pairing backoff after failed attempts) used to end remote pair / remote start-tunnel with KeyError: EnumIntegerString.new(3, 'PUBLIC_KEY') (#879). The device's answer is now decoded and raised as a PairingError that names the error and, for a backoff, how long to wait:
PairingError: device returned pairing error: BACKOFF, retry in 8316 seconds
An Apple TV that refused is also no longer asked for a PIN that could never work.
