Fixed

• fix(cli): memory health/info/status commands now respect MCP_HTTPS_ENABLED -- previously hardcoded http:// caused silent failures when the server runs with TLS enabled. _is_https_enabled() reads the env var or .env file; _base_url() returns the correct scheme; _http_get_json skips cert verification for self-signed certs.
