Fixes

• The winter Scharlau index used a wrong critical temperature: the quadratic humidity term was missing, so the winter_scharlau_index was 0.5 to 3 °C too low. It is corrected, and the state of the winter Scharlau perception sensor changes with it. (#462)

• Removed unused configuration and an unused requirements file.
