Features

• Lower the minimum supported Python version for the dbt and dbt-oss PyPI wheels to 3.10

Fixes

• Fix spurious TableNotFound errors during analyze caused by MapReduce silently dropping a key claimed by a worker whose connection report the driver had not yet observed
• dbt build --write-catalog writes catalog.json again; since the preview that shipped #13328 (first observed in 2.0.0-preview.218) the implied index default for build/check overrode the explicit flag and the catalog was silently skipped.

Under the Hood

• Add ProjectEnv::empty, ProjectBuilder::baseline and TaskSeq::from_builder test helpers for programmatic integration test projects
