Release Note
Heads-up for existing deployments: pre-existing journal photos have no uploader attribution and will become admin-only for edit/delete after this migration. New uploads attribute normally. There is no retroactive backfill. If a non-admin needs to modify a legacy photo, an admin must do it on their behalf (or delete and re-upload).
