PR #2273 by ksylvan: fix(web): run predev and prebuild scripts on Windows

• Fixed the web predev and prebuild scripts failing on Windows, where cmd.exe lacks the mkdir -p and cp commands and caused npm run dev to abort before Vite started.
• Replaced the shell commands with Node's fs.cpSync, which creates the static/data directory when missing and works across all platforms.
