Features

• Added startBitrate support. Camera and custom video tracks now use it for videoGoogleStartBitrate when they start sending, instead of the hardcoded 1000 kbps. See updateSendSettings() for documentation.
• Added support for setting the initial receive bitrate when joining a call. Clients can set this via the initialReceiveBitrate field in the DailyCallConfig's receiveSettings
  

Bugfixes

• Fixed a bug resulting in an unhandle-able TypeError when all devices of a single type are disappear.

Other improvements

• Disabled adaptive layers for call quality tests and capped the bitrate at 2 Mbps so the tests behave consistently across all domains.
