v4.0.0-croeseid

This is the release of Crypto.org Chain's v4.0.0 for the upcoming Croseid 5 testnet. It contains following changes (when compared with v3):

WARNING: this binary cannot be used on the Croeseid 4 testnet. The instructions for the Croeseid 5 testnet will be posted later.
