WebCalendar v1.9.21

A packaging fix release. The release ZIP now ships the complete wizard/ directory, restoring the installer and database-upgrade path that had been missing from ZIP-based installs and upgrades since 1.9.13.

Fixed

• Release ZIP now includes the complete wizard/ directory (installer and DB-upgrade path). It had been omitted from the release manifest since 1.9.13, so ZIP-based upgrades silently skipped required DB migrations (#667)
• CI: raise the wizard Selenium wait_for_text timeout from 15s to 45s for the MySQL and PostgreSQL install tests, fixing a flaky TimeoutException on the table-creating "Finish" step
