🚀 Highlights

• This is a state-breaking release that restores decoding of historical ParameterChangeProposal content, fixing governance proposal list, status-filtered, single-proposal and tally queries and state export (#4199)
• This release bumps the following dependencies:
  • Bump github.com/CosmWasm/wasmd from 0.60.9 to 0.60.10 (#4201)
  • Bump github.com/CosmWasm/wasmvm/v2 from 2.3.5 to 2.3.6 (#4201)

• After confirming that the upgraded node runs normally, you can remove the old cache directories:
