Summary

Patch release on top of v2.3.0. Highlights:

Upstream op-reth v2.4.4 (#87): moves every ethereum-optimism/optimism crate from op-reth/v2.4.3 to op-reth/v2.4.4. The only upstream change to the op-reth binary is new chain-head gauges (reth_chain_head_basefee, reth_chain_head_gas_used, reth_chain_head_blob_gas_used) and gas-used histograms (ethereum-optimism/optimism#22587). op-rs/reth stays at aef8d3ef.
Reusable chain spec (#87): chain spec and hardfork wiring move into a new conduit-op-reth-chainspec crate so downstream builds such as conduit-rust can reuse them, and add ConduitOpChainSpec::from_chain_config_for_networking for building a networking-only spec from debug_chainConfig plus block zero. Existing genesis parsing is unchanged.
Docker build fix (#88): the Docker build derives its optimism checkout pin from Cargo.lock, which fixes the image build that failed after #87.

The Slipstream access-list hint batch method (#72) shipped in v2.3.0 and is unchanged here.
