Bug Fixes

• Fix issue where commands that only update DNS changes, like bosh recreate would cause templating failures on subsequent commands (#2176)

Note

• Part of the fix above was to ensure link names were written deterministically for DNS usage in an instance. If there are links in the deployment and DNS is in use, operators will see brief updates for VMs on the next deploy with this release. This is due to stablising the order of instance link properties.
