Bug Fixes:
- Allow bootstrap instance to be ignored
- Prevent unnecessary deletion of instance when instances are ignored
- Provide better error message for nil cloud properties
- The GET /link_address endpoint of the Links API now correctly authorizes team scoped clients
- When a stopped instance is started, updates to links and variables are now propagated to it
