  Wrangler configurations with dependencies_instrumentation.enabled set to false now receive a migration follow-up directing them to CLOUDFLARE_DEPENDENCIES_INSTRUMENTATION=false. Package exclusion lists remain required follow-up work because the environment variable controls dependency metadata as a whole.
