Rolling release: this release has no consensus-breaking changes and needs no governance upgrade. Operators can replace the terrad binary and restart at any height, in their own time. It runs alongside nodes still on v4.0.1-patch.3.

terradv4.0.2. - Stop the node, replace the binary, and start it again.
No state migration or coordinated upgrade on columbus-5 is needed.
