- Remove unused JSON report
- Restore coverage reporting for Berkshelf 2 users

Improvements:
- Remove dependency on i18n and use native ERB instead
- Vendor Berkshelf/Librarian in a "cookbooks" directory so we can shorten the pathname during coverage reporting
