@segunadebayo! - Fixed api.setFormat not changing the format. It converted the
value and sent it back through VALUE.SET, which converted it back to the current format, so the format never changed
and onFormatChange never fired.

@segunadebayo! - Fix nested popups rendering behind their parent layer when using
--layer-index with lazyMount or unmountOnExit. Keep the positioner's z-index synchronized with its dismissable
layer and preserve it during exit animations.
