Upgrade recommended for all celo-reth nodes. This release removes trust in the distrusted eMudhra emSign ECC Root CA - G3 root (RUSTSEC-2026-0381/0382/0383), in both the binary's bundled roots and the image's system certificate store, and picks up the rustls 0.23.46 advisory fix. It also adds metrics for CIP-64 fee debit/credit failures.
