Notes for operators

Below the L2 migration block (31,056,500), celo-reth now sends these methods to the historical RPC instead of answering from placeholder headers:

• eth_getBlockReceipts
• eth_getHeaderBy{Number,Hash}
• eth_getBlockTransactionCountBy{Number,Hash}
• eth_getTransactionByBlock{Number,Hash}AndIndex
• eth_getRawTransactionByBlock{Number,Hash}AndIndex

eth_getLogs is not forwarded yet. Celo Sepolia is unaffected.
