Release of electron 3.0.11 with support for Widevine CDM installation, Verified Media Path (VMP), and persistent licenses (StorageID).

Bugfixes

• Don't try to use a pre-installed 1.4.8 CDM, immediately update to 1.4.9 to avoid issue described in #28

Known Limitations

• No support for migration of persisted licenses from 1.8.x due to a change in the Widevine key-system
• VMP/StorageID, and thus persistent licenses, are not supported by the Linux Widevine CDM (requests have the VMP status PLATFORM_UNVERIFIED)
• The linux-ia32 Widevine CDM is deprecated so that build will not be maintained going forward
