This release expands Starlink inventory and telemetry, adds bounded sweep
execution and batch fact writes, and fixes dashboard visibility, plugin
upgrades, and large inventory sync batches.

New migrations add sweep profile scan timeouts and thecancelled
execution status, source-identifier retirement settings and absence
tracking, and concurrent indexes for retirement and identifier archives. - Source-ID retirement defaults to enabled. Only Armis currently supplies
exact collections: IDs retire after three consecutive absent collections
under one query and at least 24 hours since last reported. A pass that
would retire IDs from more than half the source's live records is refused.
Retired-only records remain visible; reactivation, grace deletion, and
automatic source-ID succession are not included in this release.

availability and link telemetry, GPS coordinates from address and
telemetry APIs, data usage and pool metrics, and aviation flight status
and metadata. Initialize telemetry metric maps at call time to prevent
nil-map failures (PR #5068, PR #5073, PR #5076, PR #5077, PR #5079,
PR #5080). - Sweeps: add optional
scan_timeoutto profiles, retaining the default
20-minute limit when unset. Timed-out or cancelled batched and unbatched

prevent automatic merges across conflicting source-ID histories
(PR #5075). - Inventory sync: chunk identifier upserts below PostgreSQL's bind-parameter
limit while preserving the batch transaction (PR #5078). - Inventory cleanup: declare generic action return types so Run cleanup
now and other affected actions accept their results (PR #5063). - Plugins: update existing alert rules during package upgrades, reassign
package ownership, and preserve operator-owned settings (PR #5069). - Dashboards: stamp frame freshness so refreshes reach clients, and hide
instances belonging to disabled packages from listings and placements
(PR #5070, PR #5072). - CLI: accept Bazel ZIP artifacts with
plugin publish --bundle; document
