Release publication repair for the unavailable Alpine OpenSSL package pins
that blocked v1.4.79 before container and Helm chart publication.

Upgrade Notes

• Includes the product changes and upgrade requirements documented under
  v1.4.79 below. No additional database migrations are introduced.
• Publish this version from its own merged, LargeIngestionGate-qualified
  commit; rerunning the v1.4.79 tag still uses the old package pins.

Whats New

1.4.80

• Container dependencies: update Alpine 3.24 openssl, libssl3, and
  libcrypto3 from 3.5.8-r0 to 3.5.9-r0 for both x86_64 and aarch64,
  with checksums verified against downloaded packages. This replaces the
  unavailable libssl3 pin that stopped v1.4.79 publication.
• CI: align shared-fixture database lane selected-test counts with the
  merged test registrations (PR #5060).
