ServiceRadar v1.4.51

UI timestamps follow a user timezone preference. Reusable
credentials can be edited, rotated, and deleted, and deletion
is blocked while something still uses them. Third-party plugin
repositories actually import, and imported packages stay
visible. Also: NOM Run Now derives a blank token URL, identity
overmerges need a current MAC, reverse DNS finishes the cohort,
and MTR traces and profiles query correctly.

• Web UI: timestamps render in the signed-in user's timezone.
  Storage, SRQL, exports, and schedules stay UTC. Set it under
  the profile menu. (PR #4231)
• Credentials: Settings inventory can edit metadata, rotate
  secrets, and delete a reusable credential. Deletion is blocked
  while an SNMP profile, rule, or grant still references it, and
  usage links go both ways. (PR #4230)
• Plugins: a third-party repository that publishes release
  assets (no OCI ref) is import-ready; a pasted URL is refused
  as a token; duplicate repo URLs get a clean error. (PR #4238)
• Plugins: imported packages stay visible after catalog
  discovery instead of disappearing from the manager. (PR #4236)
• OpenText NOM: Run Now derives {nnm_url}/idp/oauth2/token
  when token_url is blank, and no longer treats OAuth

• Inventory: automatic identity merges require a current-MAC
  and same-partition corroboration, so historical MACs stop
  collapsing unrelated devices. Source tags survive the merge.
