Lands the leftover dashboard and device-details UI that missed 1.4.37,
and stops Interfaces from appearing on devices that have none.

• Web UI: Software-tab vulnerability matches load on their own
  start_async instead of waiting on the 15s has_ifaces /
  has_flows batch. (PR #3801)
• Web UI: Interfaces and Flows tabs only show when presence is
  confirmed. Probes use EXISTS on inventory/SNMP/flow indexes
  instead of latest:true stats:count() SRQL. (PR #3801)
• Dashboard: Threat Intel is a one-line stat strip; Vulnerable
  assets uses the brand table and opens the Software tab. (PR #3801)
• Topology: God View wasm loads from /assets/js/god_view_exec.wasm
  so the IIFE bundle no longer dies on empty import.meta.url.
