Fixes the container startup regression in 2026.10.24.1: the agent runtime bootstrap now runs with the server module condition required by protected workspace initialization storage.
Verification:
npm run verify:releasepassed, including the strict license gate, lint, production build, CLI update/rollback tests, and release provenance contracts.- The rebuilt local container passed PostgreSQL migrations, agent bootstrap, health checks, administrator login, and recreation with existing data.
- Playwright bootstrap authentication: 3 passed, 1 onboarding case skipped. Fresh workspace creation, starter initialization, live editor opening, and desktop/mobile checks passed.
Validation limits: test:all stopped at an HTTP 409 orphan-state response in the existing local default workspace. The separately run API integration test reached an HTTP 409 during directory cleanup. These suites are not reported as passing.
