Added APIs for improving agent follow-up and steering workflow management, including moving queued follow-ups into steering with a single queue-change notification.

RPC prompt requests now acknowledge only after the message has been accepted for processing, queued, or routed to an extension command, so subsequent queue-management operations can act on the admitted message reliably.
Idle recaps now appear as structured notices in the transcript rather than status-line messages.
Attached-image descriptions for text-only models now time out after 20 seconds and stop when aborted, while preserving the image and informing the model when a description is unavailable.
The status line now separates the session's own cost from total subagent spend, including nested, background, and resumed subagents, and matches the Agent Hub total.
Tool-use reminders are now delivered as separate developer messages, keeping them distinct from tool output.
Reworked Tern transcript navigation and presentation: Esc-Esc rewind now uses the transcript with turn-by-turn and branch navigation, attached images open in Tern's image viewer, idle recaps remain unobtrusively in the transcript, and the background-jobs pill opens the live jobs view.
Tern now reports agent activity through terminal progress consistently, and its progress and agent indicators update smoothly during subagent work.

Fixed Tern commands issued while the agent is working so they appear immediately in the transcript instead of being clipped above the prompt.
Added a dismiss action for Tern's prompt-area error notifications.
Fixed dollar signs in prompts being mistaken for Python mode until a following space confirms the mode.
Fixed turns getting stuck in a working state when post-turn maintenance, such as saving the session, fails; the session now becomes idle and reports a warning.

Notebook evaluation cells now use dedicated input and output gutters with clearer status indicators.
Streaming file operations now remain expanded while running and collapse after execution completes.
Improved native-terminal effort indicators, using terminal glyphs where available and block meters as a fallback.
Updated native composer navigation when viewing a subagent to show the agent lineage and provide a direct return to the main session.
Native /resume picker sheets drop the "Resume session" heading and the This folder / All projects tabs: the search placeholder names the scope ("Search sessions in app…", "Search all sessions…") and Tab (the footer's All projects / This folder action) switches it. Picker title is now optional on the wire.
Updated the native composer's context display to span the window and provide clearer context usage and session-cost information, with shortcuts to the context and usage views.
Updated status-line billing summaries to show subagent spend separately from session spend and avoid repeating the same currency or subscription marker for subsequent amounts.

Fixed search results so gaps between non-adjacent context runs are displayed correctly.
Fixed custom-answer and note prompts in native terminals so questions are shown completely with the correct titles and are no longer truncated or incorrectly wrapped.

Added the TspMeterMark component for marking a position on a meter track with a custom icon and a total value that defines the full span of the track.
