• Refresh the Amazon Linux 2023 AMIs with libbrotli-1.1.0-1.amzn2023.0.2, fixing CVE-2026-111497 on AMD64 and ARM64.

Fixed

• Keep healthy Linux instances running at MinSize after an ordinary clean agent exit, restarting the agent on the existing instance instead of replacing it. Maximum-uptime, terminate-after-job, scaler-drain, and lifecycle-termination paths still replace instances #1966 (@omehegan).
