What's Changed

This patch backports the Elastic CI scale-in fixes to stack v6 while retaining Agent v3. Stack v7 remains the latest major release.

Updated

• Update the bundled Linux and Windows agents from v3.137.2 to v3.138.0, retaining Agent v3 as the stack v6 default.

Fixed

• Update buildkite-agent-scaler from v1.13.0 to v1.14.0 for both Lambda architectures. This fixes double-decrementing desired capacity during Linux Elastic CI graceful scale-in, which could strand stopped agents at MinSize or prematurely terminate instances with running jobs when scale-in protection was disabled.

Internal

• Fix CI cleanup when test stacks or service-role metadata are absent, and address ShellCheck failures in tag, signing-key, and mount checks.
• Prepare stack v6.71.5 with scaler v1.14.0 and Agent v3.138.0 by @dahtey-bk in #1891
• Update changelog with v6.71.4 by @scadu in #1882
