Bug Fixes

• NLU: intents and QnAs with less than 3 examples weren't using exact matcher
• NLU: given a context with enough data to be trained and with intents with less than 3 examples, intent prediction was tried even without having intent classifier, causing predict pipeline to crash
• Core: Skill choice wasn't working properly due to some work on NDU enabled bots
